The essence of tactical management in coordination with the governing principles is the way to go. "Tactical management in complexity" suggest that all people in the organisation need to know and respect the governing principles given. To me, this element refers to the need for the employees to know the values and the WHY of the organisation, and to fully agree and commit to them. You either agree to lead and follow, or if not, you need to leave and search for new values and a WHY.
